Access to function and services metadata

How can I programmatically get access to the metadata that is revealed in the SRP Editor as shown in this image? I would like to be able to get the metadata in the call tip as well as what is put in the Options metadata in Service Functions.

All metadata is stored in the SYSENV table with the following Key ID pattern:

SRP_EDITOR_METADATA*ProcedureName*AppName
