OI 8.0.8 and Win 7 64 bit

Suddenly after some Windows updates I realized that OI 8.0.8 is crashing every time.
I uninstalled and tried to re-install but Setup.exe gets stuck and will not load?
Any ideas what's going on?

    Have you tried running Setup.exe using the "Run as Administrator" option? What folder is OI installed in?

    Of course I tried w/o any success. Finally restore to Nov. 2014 level, restored OI files from backup system and it was working all right.
    Then installed Win 7 updates one by one testing between patches and all is now fine.
    So I don't know what made the system behave that way?
