CellMerge stops working intermittently

Hi,
I'm really confused with the cell merge, it is not working sometimes

for example, I want to merge 6 columns and 3 rows, I can't merge the cell (starting at 1;2)of the first record while I can merge in other cell of the second record as the green arrows shows

and whats more strange is , I can merge the cell at (1;12)


but not with the cell at (1;11), actually it merges the columns but not with rows


is it a bug?

I can't determine if this is a bug thus far without seeing code. The usual culprit in these situations is order of operations. Merging only works if all the cells being merged actually exist. In general, merging should be done after all the other table settings and data are set.
