Have you seen this error message?
Hi, a user recently upgraded her pc to windows 10 from windows 7, and occasionally her OI crashes. An event log is generated when the crash happens. Have you seen this error before?

is that something OI uses in the background?
doesn't look right that one is version 9.4 and the other 9.5
Exclude your OI path from DEP and any virus apps.
The error is not specific to Visual FoxPro. The key here is more the "connectivity" point. The pc may have network connectivity issues or antivirus may be interfering with a particular file that OI is trying to access.
Given that it references the .net runtime perhaps the client install needs to be rerun on the Windows 10 machine?
