Jim - That is a very old license DLL that we made obsolete. It is highly unlikely you need it. Our new licensing uses a safe file that ends with ".srplic", which I know you have been receiving.
Before completely removing the file, rename it or back it up somewhere and test your application to make sure everything is working. The only reason why that file might still be used is if you never upgraded our controls or utilities.
