Regsvr32 and 64bit

When running regsvr32 SRPControls64.ocx, I get the following error. Any ideas anyone?

    Did you run this with elevated permissions?

    I thought so but actually did not. I thought my shortcut to cmd.exe (I actually use different command shell from JP Software) used had run as admin checked, but it did not.
